CONCEPTUAL – Decided that a program is the solution, and mission is defined, but have not yet launched (or-relaunched) the program.

FOUNDATIONAL – Program is operational with committed sponsors and stakeholders, and has some connection between program size and business need. More time spent on ad hoc solutioning to keep the the program operating than systemization of processes or evaluation of program.

DEVELOPING – Program running smoothly under established procedures. Multiple classes have graduated. Metrics are being captured. Right-sizing model established calibrating program size to business need. Actively aware of, and addressing, program successes and/or failures.

MATURE – Program is a staple of the corporate culture and "owned" by its stakeholders. Many classes have graduated. Program can survive significant disruptive change or transitions in leadership/sponsors. Developmental impact extends beyond just the program participants. Program formally and regularly re-calibrate to align with business need.
